Perception of Public Services: Latin America - Lexia
This report," commissioned by the Global Initiative for Economic, Social and Cultural Rights (GI-ESCR) and conducted by LEXIA, investigates the public perception of education and health services across four Latin American countries: Mexico, Colombia, Chile and Guatemala. Through online group sessions held in November and December 2023, the study explores associations and meanings attached to public services, the role of the private sector, and the relationship between these services and human rights. It identifies significant barriers and disparities in access for vulnerable groups, including individuals with disabilities, women, older adults and LGBTQ+ communities. The findings highlight how socioeconomic status, regional differences and systemic inefficiencies shape public attitudes.
