Guaranteeing Transparency and a Seat at the Table for Those on the Frontlines of the Climate Emergency

Together with 140 organisations, we have formally asked the Brazilian government to bake a 12‑point package of human‑rights and transparency clauses into the Host Country Agreement (HCA) that will govern COP30 in 2025. The proposal 'Guaranteeing Transparency and a Seat at the Table for Those on the Frontlines of the Climate Emergency,' argues that Brazil’s first climate summit must become a model of 'democratic, people‑centred governance.'

Key demands include an explicit pledge to protect freedom of expression and peaceful assembly, plus a non‑retaliation clause banning surveillance or detention of environmental defenders before, during, or after the talks. We also demanded strict conflict of interest rules that ban sponsorship from fossil fuel or extractive firms and require full disclosure of all corporate funding. Other requests range from a rapid response complaints mechanism and disability-inclusive venues to fast, free e‑visas free from xenophobia and racism and a commitment to publish the entire HCA immediately after signing.

As signatories, we frame the agreement as a litmus test for President Luiz Inácio Lula da Silva’s promise of 'environmental democracy,' noting Brazil’s high rates of violence against land and climate defenders. By hard‑wiring these protections into the HCA, Brazil could set a global benchmark for future climate summits and ensure that frontline communities—those with the most at stake and the best local knowledge—are genuinely heard at the negotiating table.
